Results of the 5th International Forum "Microelectronics 2019"

The 5th Anniversary International Forum «Microelectronics 2019» was held from September 30 to October 5, in Alushta, Republic of Crimea. About 550 specialists, RAS scientists, representatives of universities and 228 companies from 48 Russian cities as well as from Belarus, Armenia, Malaysia and France took part in the Forum.

The Forum was organized by MERI JSC, Progress JSC and NRU MIET with the support of Ministry of Industry and Trade of the Russian Federation, Rostec State Corporation, AFK Sistema PJSC, Skolkovo Foundation.

The general information partner of the International Forum was Publishing company TECHNOSPHERA.
The opening ceremony of the Forum was attended by Oleg Bocharov, the Deputy Minister of Industry and Trade of the Russian Federation.
Vasily Shpak, the Director of the Department of Radioelectronic Industry of the Ministry of Industry and Trade of the Russian Federation and Gennady Krasnikov, Academician, Member of the Presidium of the Russian Academy of Sciences, Head of the Priority Technological Sector "Electronic Technologies" of the Russian Federation, Head of the Interdepartmental Council of Chief Designers for Electronic Hardware Components took part in the Forum.

This year as a part of the Forum Program the School of Young Scientists was held by MERI. 90 representatives of leading Russian universities including MIPT, MIET, Bauman Moscow State Technical University, HSE, MIREA - Russian Technological University, MEPhI, Sevastopol and Krymsky universities.

During the event 7 plenary and 65 section reports were made, Forum presentations were discussed.
The International Technical Conference «ECB and Electronic Modules», which consisted of a plenary session and 2 days’ work at 10 breakout sessions, was an important part of the Forum. Those 10 sections included:

• Navigational and communicational VLSIs and modules
• High performance computing systems
• Management information systems
• Technologies and components for micro- and nanoelectronics
• Micro--and optoelectronics products of general and special purposes
• Electronic Design Automation
• Ultra-high frequency integrated circuits and modules in the IoT applications
• Microsystems. Sensors and Actuators
• Production, test and packaging technology for chip manufacturing
• Neuromorphic computation. Artificial intelligence.

During the conference 231 reports were made, the most topical questions of radio- and microelectronics as well as import substitution issues, diversification of Russian microelectronics and its contribution to the digital economy of the Russian Federation were discussed.

Within the business program of the 5th International Forum the meetings of the investment committee were held. There were also presented the programs of the Development Funds, the Association of Consortiums of Design Centers and Radio-Electronic Industry Enterprises. The problems of attracting promising scientific and business projects to collaboration with investment community were discussed. The business dialogues on the following topics were held:

• Rostelecom services and orders for microelectronics design centers;
• Testing facilities for Russian civil microelectronics;
• Chemistry and Electronics: a long-term cooperation plan;
• Artificial Intelligence: Customers and markets for technical solutions based on Russian Design Centers developments.

 As well as discussion on:

• Microelectronics in the implementation of the electronics industry development strategy up to 2030;
• Diversification of Russian microelectronics: directions, products, consumers;
• Staff training for design centers of the Russian Federation;
• Transformation of the ecosystem of Russian microelectronics;
• Critical Information Infrastructure - Trusted ECB Requirements;
• Direct dialogue: Russia – East.

Business Program participants identified system problems in the commercialization of the results of the electronic industry developments and made a number of proposals to overcome them. Those proposals are represented in the Final decision of the 5th International Forum.

The Memorandum of Cooperation between Ostek Group of Companies and the Association of Consortium of Design Centers and Radioelectronic Industry Enterprises in the field of foreign economic activity became a significant result of the business cooperation during the Forum.
Moreover within the Forum activities the “Festival of Innovations” was held, in which 28 projects took part, 12 of which were presented at the final stage of the event. Representatives of two most creative teams were invited to present their works in the final part of the business program.

The specialists in microelectronics and consumers of microelectronic devices and technologies showed their high interest in the development of the national microelectronic industry, its international integration, and the Forum revealed a high level of research and development in this area.
